HRA and COBRA

Greetings, a brand new retiree here.
I searched the forum but couldn't find an answer for this.

FYI - I'm not medicare eligible yet.
My retiree letter from viaBenefits (was OneExchange) describes the HRA benefit, but only in the context of marketplace coverage, not under COBRA,
However, later it goes on to say "If you enroll in COBRA you will not be able to use services of ViaBenefits or receive the Avaya HRA contributions after COBRA ends".

So this is confusing. Nowhere did it say the HRA is or isn't available if I choose COBRA.
I called the ViaBenefits line and they seem confused on this. Their "contract" with Avaya does not have the sentence I quoted.
So they don't know if the HRA applies if I select COBRA, and if it does apply they don't seem to know if I would continue to receive it
after my 18 months of COBRA expires.

They raised a ticket but say it can take 8-10 weeks to resolve. Really?? That doesn't help me if I have to make a decision soon.
Does anyone know if the HRA is in fact affected by COBRA selection.
